Report a translation problem
before re-downloading the game, did you delete any remnants of
C:\users\<yourwindowsusername>\AppData\LocalLow\Colossal Order\Cities Skylines II\ ?
Technically speaking, that's the place where the settings, mods and saves are located
It does not get deleted if you uninstall/re-install the game.
Therefore it seems there are some weird remnants lefts.
And Stealthy is right, you need the Unity License (and lots of other stuff) only if you create mods. But not for normal gameplay, and definitely not for using mods from paradox mods.
The good thing, you can delete (or rename) the mentioned folder anytime again, even without re-installing the whole game.
But be aware, the savefiles are located there as well... those need to be backed up first.
If the game starts and does not find that folder, it creates a new one with default settings - which hopefully does not have any unity license information left.
