Also did you check the latest other log files in the Log folder ?
Another idea: did you reboot your windows and try again ?
Exit Code 0 usually means: No Error.
This could be happening if a hardware check fails and the game automatically exits right after start without actually really loading.
If I had to guess I would say, something is blocking your access to DirectX features. That's why I suggest a reboot.
I could tell ya but I'd probly get banned for doing so.
That said: put on your thinking cap. You'll figure it out.
Open the file and check for Error and Fatal messages (sometimes there are none)
%UserProfile% is a system variable, which usually gets replaced with
C:\Users\######
where ###### is your windows user name (which we don't know here)
So the complete path to the player.log would either be
version 1: %UserProfile%\AppData\LocalLow\Colossal Order\Cities Skylines II\Player.log
or
version 2: C:\Users\######\AppData\LocalLow\Colossal Order\Cities Skylines II\Player.log
If you use version 1, you can directly copy and paste this line into your explorer address bar which then will automatically open that file into an editor so you can take a look into it.
That's why version 1 is way more comfortable to use and it should work on all windows computers no matter what username a player has on their computer.
Independant from that, opening the logfile will NOT fix your problem.
With luck, it might give us a clue, why the game is not working.
With bad luck, we cannot help.
You already used the other tricks which usually help like verifying the integrity of the files, deleting all mods....
The only thing left would be to completely delete the %UserProfile%\AppData\LocalLow\Colossal Order\Cities Skylines folder
(But before that backup the Saves folder, otherwise your savegames will be gone)
