It also suggests to me that the vanilla game is ok as this was loading fast and fine when I did this
Yes agree - I found there were a couple of mods I was lacking that came up as white blocks where I decided to add back in (like Dome parking) but some others where I decided to remove the blocks as not a priority
I found simply turning off auto save reduced Crash to Desktop by 100%.
Your mileage may vary.
Or just continue to wait cause this game is absolutely a huge pain to play and not enjoyable at all without certain mods (like move it, find it, traffic, plop the growables, road builder) etc.

1 - Browse "AppData" folder, it is a hidden folder so you need to unhide it (Google for instructions). Or rather than browsing just use Windows search for "AppData" in the drive. I like to browse so I know EXACTLY where I am
2 - Browse farther to "Cities Skylines II" folder and copy the Save folder to a safe place
3 - Now delete ONLY the entire "Cities Skylines II" folder that is within in that "AppData" folder. Don't ever delete the entire "AppData" folder
4 - Restart your computer
5 - Restart CS2
6 - Replace the "Save folder back in the "Cities Skylines II" folder exactly where you copied it from
7 - Now restart and play the game, it should run just fine now at least until you restore the mod that caused it
8 - If you have a save that still crashes this means it is corrupt and should be deleted, try an earlier one and so on till it works.
A small update:
it seems that it's the traffic that crashes the game for me as soon as it gets high enough the game becomes unstable.
