no you can't play it on a laptop
of course you can play on a laptop. there are enough players here who are doing exactly this.
But as you mentioned, the specs and the ability to read are important.
In this case, a Windows Surface Pro 11 is running with a ARM based Qualcomm CPU and GPU.
This game requires to be run on a computer with an Intel or AMD CPU (actually most of the games on Steam) , and a Nvidia/AMD/compatible graphics card.
So both, CPU and GPU do not even meet the basics of the minimum system requirements.
The big trap by microsoft is, the predecessor, windows surface pro 10 is running with an intel CPU...
The actual surprising part here is that OP obviously managed to start the game in the first place because it crashs at the new map selection, not right at the start.
It's almost like there is some hidden ARM code in the game loader...
