Add this to the game's launch command in steam:
--disableCodeModding
Additionally, it will solve your described issues, as you can enter Skyve from the desktop without CS2 being on. I use about 60+ mods and dont have issues with them loading or running correctly. Also, if you havent, checthe file integrity by using the tool.
Where do i find Skyve?
Go to the Paradox mod website, log in and manage your mods there.

I checked Skyve which was still installed and updated it
And yes, it found "Extended Road Upgrade" as broken so unsubscribed it
Another it found was "Move It" but only showed as a warning. Should I unsubscribe with this also?
It also found 5 mods with cautions which were 3 Throwback radio stations and 2 CityRat radio stations. How dodgy are these?
Warnings are usually not an issue. All those mods are fine (aside from extended road upgrades as skyve called out). I have something like 80something mods.
