Does Paradox even know what a 90-damned-degree angle is?
This is driving me absolutely crazy. I am losing my mind trying to make a single rectangle. The grid in this game sucks—nothing like the first game—and provides an absolutely atrocious and horrendous experience. 50% of my time is spent fixing the damned grid because the game apparently doesn't know how to handle a straight line.

There's a lot of things wrong with this game. However, shockingly the road tools are one of the few improvements that were actually made between CS1 and CS2. I just think you don't know how to use them properly. Making 90 degree angle perpendicular road intersections is not that hard. Perhaps watch a few video of other players using the road tools.

If your issue is with zoning, take a look at the zone adjuster mod.
Why would Paradox give a damn about 90 degree angles? What does your trying to make a right angle intersection have to do with publishing? What are you doing in CS2 in the fist place.

If you want to build 90 degree turns or straight line roads go back to using Precession Engineering in CS1.

Go ! Go on back ! You know it's the right thing to do. Just Go !
it is like it was desinged to be bad, i screwed up whole sections of the city because a few intersections were 89 or 91 degrees, it looks ugly now. not going to make a new city. to much taunting going on in this game. i do not understand why it does not slightly favor snapping to 90 degrees then 89 or 91, even with that option on and nothing else it still does not work
That grid you made that isn't connected is already unaligned from the rest of the other roads grids... did you free hand that grid or build off an existing road ?

to be fair - in real life you won't find perfect 90° angles as well. There are always some odd angles - in most cases just because the terrain is not 100% flat.

Only on absolutely flat terrain perfect 90° angles in repeating identical patterns are possible.

And in CS2, well, Cosmic Sea (and other threads) already mentioned it, you might be using the snapping options wrong. For 90° perfection, you have to disable some of the default snapping options, otherwise some of their features might overlap and interfere.
You keep turning off the 'Snap to Zoning Cell Length' option which is causing all that.

When I'm designing a grid system, I only use the first three options on the left: 'Snap To Existing Geometry', 'Snap to Zoning Cell Length', and then 'Snap To 90 Degree Angles'.

Hope that helps! Happy building!
Interesting... I have no such problems.
