Yep Crime is broken just look at the charts, it's either 0 or 1, crap fixes just like the lodging where they removed the need to get 1000 lodging to unlock certain milestones, pretty pathetic to do these soft fixes if you ask me cause the overall problem lies with what they are soft fixing.
Maybe it has to do with the huge range police stations cover... I just checked with an empty map.
1 small police station (no matter if vanilla or region pack) covers about 8 map tiles in each direction. 1 big police station even 16 map tiles until coverage becomes completely red.
Maybe many road branches do shorten the range but that does not change that the covered areas seem to be way too big.
But even in those pure red areas I cannot even see any police cars patrolling. That's what I was at least hoping for.
There is definitely something extremely broken with police.
But at some point it must have worked because my city statistics in my 720k town says I have more than 5000 arrests; with 2 arrests/month at the moment the city should be about 2500 months old - and that's impossible, even if you play 24/7.
