The launcher goes away when the game starts loading.
To me, it looks like they changed some backend stuff in preperation for an update coming down the pike
The sequence needed to get the game back to a working version:
#1 - go to the Paradox mods website and delete all playsets. Not just the active one, I mean ALL playsets.
#2 - Remove/Delete the user data folder called "Cities_Skylines_II" located at /%username%/appdata/localLow/Colossal_Order/
#3 - Load up steam and verify the game files through the game menu.
#4 - Launch game with the Paradox launcher, (note: at this time, ignore the downloading new launcher version, and press play, then press play anyway at the warning page (the launcher is not needed to play the game, as it goes away once the game starts.
#5 - WAIT, for the game to load fully, you will see the Eula pages from paradox pop up. After you have agreed to the Eula's, the game is ready to play.
NOTE: If you have any saves you want to keep, before removing the User folder, copy the saves folder and maybe screenshots folder to another location, just keep in mind that any saved game that had used a mod will most likely crash or not work.
NOTE 2: This whole process assumes that you have hardware that can actually play the game, though I have run this game on very old hardware, up to a certain population lvl, it can still be an issue, especially if you are running the game from a HDD (usually it's not fast enough, for data throughput without lag), instead of a SSD.
Just found out there might be a bug in my antivirus software - apparently a known issue at Avast. I updated it, restored the launcher from the quarantine and scanned the computer again ... this time no malware was found, even though the launcher was restored from the quarantine. However when starting the game again Avast moved the paradox launcher again to quarantine ... geez
I scanned my computer with other malware scanners and nothing was found. So basically Avast is either having a bug and is preventing the start of the paradox launcher, or the paradox launcher is indeed infested with malware ....
Merlinium´s suggestion to unistall the Paradox Launcher, restart the game and play despite the updating message worked though ... I can play the game that way.
GET RID OF IT
Go to your library. right-click the game, go to properties, put this in the launch options box.
"E:\SteamLibrary\steamapps\common\Cities Skylines II\Cities2.exe" %command%
This tells STEAM to start the game itself and not any piggybacked programs instead, like the Paradox Launcher or anything else they want run without you even knowing it.
Remember, you are starting the game, Cities:Skylines2 in STEAM, but they have it start another program, Paradox Launcher, first. FIRST. Did you click on something called "Paradox Launcher" or did you click on something called Cities:Skylines2? Why even have it start an outside program anyway? The Paradox Launcher is not part of the game in any way, period. It is a sly, stealth install and start-up.
You can also add -developer to the end and have the console active with the "~" key.
Make sure your drive letter is right and your location is right.
Get rid of the Paradox spyware/adware. They have a splashscreen in the game anyway, they don't need one right up front between you and your game.
This got me banned PERMANENTLY at Paradox.com after being banned for asking questions in their bug forums at least three times.
