Likely some of your city services are not "green".
Education, health, death, fire, mail, police and simple ones like internet need to cover the city. Every single city service function must be optimized.
Open the info views one by one, start with health but does not matter where you start as they ALL must be perfect.
Education requires you to look also at the schools info sliding graphs which all must be at least DARK green.
OK, do you have ANY "red" buildings at all? How about roads, lots of "red" roads? Get rid of those "red" roads first by plopping the needed buildings to make ALL the roads "green". Soon after the roads green up the buildings will go "green".
Always start with roads first the existing buildings will turn green. The services all work the same way, off the road coverage.
Do same for each of the services and monitor regularly as the city grows because newly spawned buildings will start red and stay that way if coverage becomes again spread too thin. Parks are the only one that just won't green up all the roads with a reasonable amount but you still need many.
Growing a big city is easy if you just follow the "green road rule"
One other thing, most mods will make the whole process harder and in some cases impossible so maybe just unlink your PDX account at the start of every session untill you see your growth back. Mods are still Beta and should be avoided unless you are a seasoned player.
One important note, do not ignore mail. All your roads and buildings must be "green" with that service or again growth stops. It is the most challenging because there is a lot to good mail coverage from mailboxes in every street, post offices in every burb and sorting centers in every corner. Also mail will not stay green if you do not have functioning cargo hubs to get it out of the city. Again, some mods can really mess up mail, mail is not bugged so trust it.

Mail is currently bugged in more than one way. Your specific issue may be a particular facility that is full of mail (and therefore bugged to stop sending out vehicles) or a particular mail truck that is stuck on the lot of another bldg somewhere in your city; you can use dev mode to bulldoze the truck if you spot one that is causing you this particular problem.
My suggestions are simply workarounds from a seasoned player (me) that work very well.
Even if you don't like it it is all very workable, bugs notwithstanding.
Ugh, I don't know why this guy can't accept that fact.
Do not use a warehouse addon to a cargo harbor or rail yard. That is an unfixed bug. Get in there and delete the warehouse. You still need the cargo hub. And let the city run for a long time.
I think it's actual[ly fine if occasional buildings are red or orange; some things just happen. As long as you have enough post offices to make the road green (and enough mail vans) it oughta work fine, along with good mailbox coverage.

It works fine if you just set it up sensibly and ignore that processing report. Someday the game might make sense?
Um, saying they will look into it? They say that on all "bug" reports, doesn't mean there is a bug, just means they will look into the complaint that there is a bug. As in being active in the community, and answering those reports, but according to several posters on this board they are not communicating at all.
To me, this looks like they ARE communicating, they will look into bug reports.
Personally, without any mods, my mail system is working as intended when I build it up properly. The only issue I found so far was when I added a Cargo Harbor way to early for my population, and it took the mail to -1 while the cargo harbor filled up with the mail.
The goal of the few is to stamp out any helpful working advice about the game and the authors of. It is clearly top of the manifesto of this army of two and one half private account "guys", and, its just not working anymore.
Too many folks have found ways to enjoy the game to pay attention to their noise anymore.
Efficient city of 4 million and more intense help and advice is coming no matter how hard they cry. GAME ON!
It's bugged. I simply wondered if there was a work around.
I can't make it work at all in my modded account.
too bad game is boring as hell and not worth playing vanilla. Hell its barely worth playing occasionally with mods.
Above all ignore the "Mail Service Availability" as seen in this screenshot, it is the only thing that is broken.
And keep it all green and use the advice above and any city any size or age will work just great.

Mailboxes are ubiquitous IRL in N/A at least but hide in plain sight which is why this effect in the game surprises so many.
Your only hope is mods because this will never be fixed because it just isn't broken. Annoying as heck as it really is its here to stay.
