Report a translation problem
The restart download is a sign that you have either an instable internet or wlan connection (very likely) or your disk may be running out of space during download/installation.
Sometime windows powersave could cause those network problems.
Since you seem to need hours to download those packs it might be a good idea to temporarily deactivate any windows powersave/energysaving feature.
It happened to me as well that, while downloading, the computer went into suspend mode and therefore completely interrupted the download.
