Are trains better as it stands no, they are different and if the paradox mods ever get the variety that the steam workshop gets then maybe yes.
Will this be better in the long run, yes I believe so there is enough foundational upgrades in there to be sculpted in to a better game. It has a LOT of fixing and polishing still to be done, they really did drop the ball
It has already new and some interesting different features than CS1, but with all those above problems it's not really fun to play.
I guess it will take another 1-2 years until it's really comparable to CS1.
And now that I posted on it, it will die. Ask me how I know.
Well, Some things are better, but I can count them "better" things on a well a single hand....
Building a road network, railroad is definitely an improvement but I can't say the AI is an improvement at all, In fact thats what is keeping me from playing so much is the stupid AI like they are in my opinion worse than CS1.
Performance, yeah if you like 15 20 or 30 fps when your city gets to any reasonable size, this is your game!!

Like the tram depot you now need subway and train deports and the tracks/connections are a bit smoother but those are the only positives. There are way less stations and no elevated, sunken or island ones, and only 2 train models each for cargo and passenger (north american and european), which even if you only have diesel (north america) requires catenary which would make sense if you were able to change the train types, which you can't (If you choose North American you can't use European trains which could be used in america irl, same for all the other service buildings) These could be fixed with mods, but modding is still in beta and there are only code mods, no asset mods.
I'd say original is better especially for rails and transportation.
Overall Steam review rating is mixed. That's not good. Majority of recent reviews are negative
Base game to base game, yes, this is better. Against fully loaded C:S1 with all DLC and mods, no.
Railways are much better as you can now make proper lines and have trains reversing along the way etc. You got much more advanced AI (single train track AI is built in) to make more complex networks that actually do work. You can for example make train to turn around in a triangle track (Y for muricans) if you so want to. Or pull out from one station and then reverse to another station.
I think I played like 300 hours in CS1 and I've probably got double that in CS2 by now. I'm not here to convince you, but for a player of my play-style (which you don't know how I prefer to play) CS2 is far better, even with all the buggy crappy crashing feature starved game we have now.
