I7 12700f which is about 66% faster than your Ryzen.
I have also 64 GB RAM and an Nvidia rtx 3060 12 GB.
I'm running the game at 2K resolution.
New games run pretty fast, with 50-70 fps, so even if your cpu is slower - since it's a new town - there is not much to calculate, therefore you should have similar results.
Important: don't use max. graphics settings in your game. Disable volumetric, Enable DLSS, Set shadows to low....
Since you have the same GFX card as I have, try to optimize the graphics settings of the game with the Nvidia App.
Go to Nvidia App -> Graphics -> Cities Skylines II (*) -> Optimize
(*) If Cities Skylines II does not show up in the program list, add Cities2.exe manually.
