Where did you get the mods from?
In the start there had been mods stored on other sites. But beside perhaps Github and maybe if a modder has his own website for mods, I suppose those to be found on other pages are not up to date anymore.
Locate Your Cities: Skylines 2 Directory: Open your file explorer and navigate to your Cities: Skylines 2 installation directory. Typically, this is located in something like "...SteamLibrary\steamapps\common\Cities Skylines II"
What guide is that?
Are you on LINUX? I have no experience with that.
And the site mentioned there with paradox in the name is NOT from Paradox.
If you downloaded from there, delete the downloads and get the mods from the main menue.
If you want a bit more control, and a good source of info about Mods, download Skyve (from PDX Mods or direct from the web, and install it. That will allow you to install, delete, add to playsets, and see which mods have been reported to the team that run Skyve about any Mods that are causing problems for some people (so that you can avoid them completely until they're fixed).
Good luck. Oh, in case you aren't aware, wjth CS2 you need to add Mods that you want to use to a playset (see Skyve), and make it Active (you can have as many different playsets as you want, but only one can be active at a time.
