If you only do not want private cars near residential, try making an island for the residential and connect it with a pedestrian bridge to the area of industry and commercial. I would suppose that it might be functional
Only cars on that island would have to be ambulances, police, fire and trucks for waste
You might have to live with zero population (because of the taxi issue) but you'd certainly have a car free city. You never know, the code MIGHT be good enough to deliver Cims to the car parks on the ring roads, and the may just use your public transport to move in to the city.
Oh, you'll have to isolate your buses from the parking lot - you don't want to create a path that other vehicles can come down to get into the city, do you?
You'd still have service vehicles in your city, but that's all, and you are going to need a truck load of enormous car parks for the rest of the vehicles.
