It's a very serious medical condition I made up.
(don't take it too personally, I'm just joking, though having something that was already in the previous game would be nice)
There's other things that will encourage gas stations to spawn. Putting them on roads with high traffic volumes that are used for commuting will make them more likely.
One thing I did to reduce it a bit was to build rest stops off my highways. I discovered that commuter and thru traffic will stop and buy gas or convenience food on their way to work, on their way home or when just passing through.

The thing is building shouldn't need to be instant, just build one of whats needed then if another is needed build another, maybe specific rules could be for gas stations and such, as to be a specific distance, maybe an area of affect type of distance.
It's daft having the game logic being - oh this is needed, fill up the block with them instantly.
