Is 100% cpu usage normal for cs2 as of now?
^^^^
im using an amd ryzen 5 5600x 6C, with this cpu am i expect to hit 100% usage when simulating a 40K+ citizen city?

You have other things running too. Find out what and shut down what you know you can.
See if you can clear some overhead. You should have more with only 40K.
I have a 5600x too, and I don't hit 100% until nearly 150K.

I’d wager op has nothing else running of consequence. I have an i5 13600 I think, and it’s pegged almost all the time in the three minutes before the empty map crashes.

It's because the game isn't optimised properly, this will take some time to do.

Actually CPU usage should be way lower than GPU usage for such a small town.
I guess RAM size and VRAM size do matter as well... the less (V)RAM the more swapping the game has to do, and that's usually the CPU which is doing this job...
