You are far from alone.
This game is pissing off a lot of players.
The AI is terrible. The pathfinding is terrible. The traffic controls are non-existent or terrible.
Not if you have them come in at an offset angle like I said. Then instead of your east/westbound traffic both going at the same time, the lights cycle to do just westbound traffic first, then southbound traffic, then eastbound, then northbound. They'll have longer red lights but then left turning traffic never gets blocked.

The entire highway is backed up because everyone wants to turn right on a road with almost no traffic except in rushes. Logically, two right turn lanes and no stoplight. But without the stoplight we all know what happens, and I can't get two right turn lanes.

I honestly did!
NO more traffic jams anywhere. Tiny ones, but nothing near like before...
before I cut all outside connections. Roads, trains, plains, ships, everything. Cut.
Still gaining population, and no traffic nightmares.
Now how do I share the save file when there is no Content Manager?
No need for the traffic lights though, the pedestrians either run or..
You have a u-turn and crossing there, that's why it puts traffic lights. Also try and merge the highway lanes way sooner, not right before the next crossing. Your design would create many problems even irl.
The way you did it, you essentially created an intersection and that's why the game put lights there. Space it out and do one thing at a time and traffic will be much better and you will see fewer silly traffic lights.
