How to level up buildings?
How do you level building compared to CS1. I got a few to about level 3 but, I have not had a max level building yet.

Make sure your education capacity is enough to meet demand at all levels of education (elementary, high school, college, and university). this is most important.

Also be sure everywhere is covered by all available service buildings if possible (medical, police, fire fighting, parks, etc.).
Mind you I've still yet to get any high density level 5 buildings. Getting level 5 low density and industry buildings is easier, and I've gotten a lot of them. If anyone else has any advice it would be appreciated.

It’s about how much money they have at the end of the month to do repairs and upgrades. So lowering taxes, service fees. For business having cheaper input costs, like having local materials via the specialized industry help.

Yea make sure they are covered by every service. Don't forget ones like parks and rec, post office, etc. It also takes some time.

Services have nothing to do with leveling per say. They keep the Cims from moving away and what Cims are going to inhabit a particular neighborhood.
