Cargo train terminal with no trucks in use

I have set up my connections with my neighboring cities. Have trains currently in use going back and forth. Have the ability for trains to be maintained at the rail yard. I am collecting resources at the terminal, but no trucks are being used to transport resources to my city or from it. It says "vehicles in use 0/16". Any ideas?

So far, from what I see, the station will first load up its resources for a bit, and then start shipping. Give it some time
