high density; happiness -small homes
what does it mean? why my high density residential area complain about small homes? what should I do? most of them have -5 points...

give them free electricity and water service fees

it will make them happy and they will have more money to upgrade faster

I gave electricity and water bills the lowest fee, but they are still on 2/3 level...

I have found it means the zone is to small 2x2 buildings works for low density but when you go high density you really need to use 4x4 or bigger at least that seemed to clear the pop up for me. Unfortunately you need to delete all the smaller homes in the block first so the new buildings will zone in using all the space instead of rebuilding as a 2x2.
