Report a translation problem
If its on the RCI demands then is not a bug, its telling you hat there at NO unoccupied building so new citizens are unable to move in. In other words, you need to create more of that zone type to let citizens or business move into your city.

The first image is the extent of the city. It's just started.
The second image isn't the best quality but it has the population overlay so you can see that all residential buildings are occupied.
The third is where it says a negative to residential demand are the unoccupied buildings.
This negative stays in my city no matter how big it gets. It's there from start to finish. Even if I zone a huge amount of residential, it will stay there so it's not as ImeXo says.
This is what I thought. This isn't a bug, even if your city gets large. It's not saying that you HAVE unoccupied building, it's tell you that you need to create zones. If your demands = 0 and you still see this issue, then it's a bug. As long has you have demand in your city and not enough zoning for that sector, you will see this unoccupied building message, especially if the demand is very high.
