I would say try deleting the building with the van coming out but in the future, either don't zone so close to an intersection or roundabout or better yet, use medians on the main road so that van is forced to turn right rather than block traffic.
They'll still do it if they don't have a good alternative. You can use pedestrian bridges. Pedestrian pathways are found in the terrain management tool. Make sure you adjust the increment amount by clicking the button that looks like bar graphs where the snapping buttons are. Default is max increment of 10 meters. I think you can get it down to 7.5 meters so you don't need as long ramps.
