The DLC adds more bridge options in both appearance and function. the one mentioned is a working draw bridge. but we also know that a bridge type that looks like the golden gate bridge will be in another DLC, San Francisco. so expect a wide range of options that expand greatly on the vanilla one bridge fits all.
As for the Ports. the DLC description mentions Marine Industry which is not one of the 10 base game industries shown in today's economic trailer. this means that that industry is exclusive to the Bridges and Ports DLC. which then would logically follow that while the base game has a simple import/export port (again shown in the original trailer) the DLC will expand port options by allowing you to make and upgrade marine industry ports which are not included in the base game. And since there were several Marine Industries in cities skylines 1: including fishing, tourism, and transport services and the economy of cities skylines 2 is more fleshed out. I would expect to see fishing ports, ferry ports, boat harbors, piers, etc. none of which have been shown to be in the base game in any trailer.
Because $$$
Because such a thing as Budget and Deadline constraints exists in the real world. I know. Mindblowing.
