I've seen this error before you are looking at a 'BAD G4M' error. I've experienced this error which caused me not to support the developers. It can be fixed by rewinding the simulation and starting development again in a way that doesn't cause large cities simulations to slow down to a crawl.
I heard also this error was fixed 10 years in the future, when AI gained the capability to rewrite broken G4M errors.
I quit the game and couldn't reload the map due to this error
