I don't know Unity, but it looks like a genuine system crash to me. I'd report that to CO - they're asking for examples of problems, after all.

I've seen this error before you are looking at a 'BAD G4M' error. I've experienced this error which caused me not to support the developers. It can be fixed by rewinding the simulation and starting development again in a way that doesn't cause large cities simulations to slow down to a crawl.

I heard also this error was fixed 10 years in the future, when AI gained the capability to rewrite broken G4M errors.

I get this error occasionally, sometimes twice in a row. I just quit and reload and it runs fine. Hope you can get yours to work!

I quit the game and couldn't reload the map due to this error

I'm so sorry to hear that. Hope you can find help on this. Perhaps post on the Paradox forum?
