Report a translation problem
The homeless fix freezes the Move In function until the homeless 1-leave city or 2-Find a home. So you need lots of low rent and every other type of housing and free busses out of town for them to chose. Unfortunately none of the above works.
What really happens is:
1-Some move to available housing
2-Some move away
3-Most just find another park!
Test it yourself.
Delete a park in real time, pause the game after delete, click on all the homeless that scattered from the park and use the follow option on each, go back later and see where they went. The ones that left city simply disappear, others find a home as you will see, and others end up on the street or back in a new park.
Deleting all your parks gets rid of them for sure but a soon as you replace them new homeless move in and the Moved In ban starts again.

WTF were they thinking with this fix?
My unemployment is only 4% and there are around 10,000 open job positions that are not filled. Most of these are for Poorly educated or highly educated positions.
The bug I noticed - When I demolished a residential building, the people evicted are not finding another place. They just keep standing there.
Some intersections have a LOT of people just standing.
So I think this is mostly a bug that @major Kudos called out earlier. I see MK has also put another discussion topic for this.
I am going to try and download that Homeless mod that just kicked out homeless people out of the city, and see if that gets people coming into the city again. However I doubt it as there is a lot of available housing and jobs. Lets see!
Posts like this just confirm the serious underlying problems that remain deep in the game.
As altruistic as the modding community is they cannot significantly improve this game because they are not able to access the layers in the game engine where the problems originate.
In fact most code mods aimed at the problems just add another layer of complexity which often tends to bury the problems deeper and further contributing to these cascading code errors. Which explains why most mods drag down performance as a side effect. The fear of being banned from this and future modding platforms discourages the most talented Modders and Tubers from talking publicly.
Is this is a reason we have not seen a single useful performance enhancing mod for the game? It is much unlike the CS1 experience.
Where are the examples of the big fast modded city? By now this forum should be full of them. Instead, It seems the majority of players simply walk away or start over again after 500K. Please don't give me examples of the really fast 1.5+ million city. I have been there and beyond way to many times to believe any of it.
Our only hope for improvement (obviously) lies with those who hold the keys. I'm not sure there is any reason to hang on to hope much longer when successive patches just dispense more layers of cascading bug ridden code.
The accidental bugs should be forgivable but is impossible to apply when this most recent patch includes an intentional growth roadblock explained right in the dev notes. No immigration allowed until your homeless are gone! Its there early in the document.
Seriously! what was this Homeless patch intended to do? It basically does not stop homeless while it stops immigration at the same time.
At least Maxis got out of the way and let others start over when they sadly failed.
Read the last line under "Gameplay Fixes & Improvements"
It says;
Added MovingInHouseholdCount, which is the household looking for property to move into, and added a maximum to stop new households from spawning when many are already looking for homes.
That is why no one is moving in!
