My first thought was that you should make sure that you have Skyve logged into your Paradox Account, because if you haven't, there isn't any way for Skyve to know what to look for.
Are you even trying to use the correct version of Skyve ?
There are two Skyves.. One for Cities Skylines I - and one for Cities Skylines II.
You cannot use Skyve CS I for Cities Skylines II.
If you got Skyve via the CS2 Mod Manager from Paradox Mods, then it should be the correct version.
If you downloaded it from <whereever> or already had it installed from CS1, then it's very likely that you are using the wrong version
I downloaded Skyve from Paradox and it was e newer version. Now the installation guide also makes sense.
I hope I can now fix my city finally.
