There are some of us who reckon that it's quite good already. Lots of problems to solve. Lots of challenges to overcome. I've just passed 100,000 and still going strong.
You just have to work out what works, and what doesn't, and not make any stupid mistakes.
Read the Wiki - carefully; read the review notes - carefully, and use your head to understand what it is that you need to do. It's not pretty (yet), but it's certainly challenging!

Thing is I secretly or not so secretly, hope that we are both wrong as I totally believe that directing their attention to CS2 is the only thing presently keeping dev's from completely destroying CS1.
What concept do they not understand?
I find this hilarious since it was partly Paradox's incompetence and need for good financials that we are in this mess. Paradox suffered with the failure of Lamplighters League, and partly because of that we got the mess that is Cities Skylines 2.
And don't forget VTM: Bloodlines 2 Paradox dumped Hardsuit Labs, and got The Chinese Room instead. And with what has been shown lately VTM: Bloodlines 2 is heading for train wreck territory as well.
