I get pretty good results and haven't really had any major issues making maps. Just use minimal and stable mods on a custom editor playset through Skyve. Lots of mods can crash the editor
No idea what you're trying to say, but I made a few maps and uploaded them without any issue, and am working on a few more.
This might help you out:

Just run the basic stable mods like Anachary, MoveIt, stuff like that. Only issue I've had was a crash when I would place train stations but that was a few versions of the game ago.
Currently working on a Parkersburg, WV map, a Cape Town SA map and Kara-Köl, Kyrgyzstan map that I hope to upload soon. Would like to do an Abu Dhabi map but it won't be 1:1 scale unfortunately.
But life gets in the way sometimes lol
Not 100% sure for that site, but 14.33km on the link previously listed is the setting for a 1:1 scale and set to 57.33km to import the worldmap for the maps unplayable exterior for the closest match. It will still need some editing on the edges, I level out in "steps" so to speak from the playable area out then smooth the surfaces to cut the "drop" that gets imported
I'm sure there's better ways to do it though. That's just my method.
On heightmap.skydark, you can make the map pretty big, but it won't be 1:1 ratio if that even matters to you, as regional maps have their own specialty to them. Especially with diverse resources.
Also, nice profile pic, As-salamu alaykum!
Why it says CS2 map is more bigger than CS1 but as I can see in heightmap.skydark.pl is only upto 69KM? thats still too small =(
what is the maximum size of heightmap by KM in heightmap.skydark.pl for CS2?
Skydark was designed for CS1 from my understanding...so the parameters are designed for that still
I already check out that in here: https://forum.paradoxplaza.com/forum/threads/cities-skylines-2-map-size.1603586/page-3#post-29633903 / I've compared that to CS1 they don't have too much difference the map is not really too big only a bit big
This is the post they answered me: https://steamcommunity.com/app/949230/discussions/0/4751948939822243535/?tscn=1725889339
But dont you have to pay for it, at least for me it needs a mapbox token and im not gonna buy that knowing that my country (and a lot of other Countrys) offer Terrain maps for free, just that skydark etc. take away some steps which makes it a lot faster to get fitting map sizes.
Sidenote: Even if the Mapbox Tokens are free, i still have to creat an account and give my credit(debit card details, not gonna do that.
I decided to still play CS1 than CS2 because it has many 3rd party mods and assets, CS2 too much sucks. They enable only to download new assets and mods in their stupid DLC its now like feels to be like just a Sim city bruh
