So they indeed did share this info with the content creators when they invited them over to their HQ.

So what happens to all those who paid for the ultimate addition as these packs are now free to everyone?

Not the same packs.

These are the 8 region packs containing about 2500 buildings, always meant to be free for everyone.

Ultimate edition packs are separate thing which will come next year.

i believe they said they are free and will be an asset/mod anyone can download. not a DLC
