How can I restore the Icons

How can I restore the Icons on the tool bar. I have uninstalled the came as well as all mods and deleted all the folders. I then reinstalled everything but I still get a lot of blue icons.

never heard of this problem before, I cannot even find anything about it on google.

Where exactly are the blue icons located ?
Are they there instead of of the road symbol, the district symbol, the zoning symbol, the police symbol, the healthcare symbol,... ?
Then It sounds like a graphics problem.
But without screenshot it's hard to tell....

Or do you mean the blue placeholder in the prop/assets/detailing menu ?
That's actually not the tool bar but the only place I know where blue icons can show up...
A lot of vanilla props/bare assets don't have a symbol.
Mods like "find it" and some others need the Asset Icon Library ( https://mods.paradoxplaza.com/mods/79634/Windows ) to display the actual items instead of the blue placeholder

The icon is a blue background with outline of mountains and a sun or moon. I would post a screen shot here but I don't see a way to do it. it any Icon for the mods in the tool bar. The ones for the district symbol, the zoning symbol, the police symbol, the healthcare symbol are fine.
