Yes, mods disable achievements, But there is a mod to re-enable them.

Either that or forever scream "Bug" out of ignorance of the game mechanics when something goes wrong. At the 0.2% success rate shown in "Global Achievements" it proves "Mod for that" or not it takes a great understanding of the game to join the club.
Only 5.7% of players have even made it to Level 20! Many seem to give up blaming the game for their failures......still.
As far as broken achievements; they were all possible before the last big patch when one of them was broken.
"Welcome, One and All!" is Unatanium right now due to a collapse in city tourists since that patch. It is the only one i cant get to pop (in this account) no matter how many different maps and cities I attempt.
At this point in my game i have great respect for both the Vanilla game AND the work the Modders have done to make it more interesting.
Things are always better when you take the time to learn, Game progression levels and achievements are the there for just that.
Just like driving, use these tools to learn learn, as not to blame the car for your first accident.
Achievements are a waste of time. Reason the % for the achievements are low is because most people play with mods (as the game is even more of a bore and clunky mess without mods) and don't care about getting credit for an achievement.
