That is not the same.
in game: start CSII and choose in main menu the mod section
Is there a chance that you are mixing up steam info feed and paradox launcher?
Well, it's a game launcher, not the game itself.
The mod manager is part of the game, not part of any weird steam page or any launcher.
I really thought it is self-explatanory but here is the instruction of the steps you have to follow.
You ignore the blabla on the launcher. Has anyone ever read all those ads there ?
You lauch the game from the launcher.
In the game main menu you open the menu "paradox mods".
Once opened, the mod page already offers you the UK pack.
On the right side of the mod page you click on "add to active playset" (maybe you need to create one first if you don't have one yet).
Then it downloads almost forever (it's almost 7 GB).
After a long while the download will be finished.
Once downloaded, installed and loaded, you can start the actual game, the region pack items will then show up in various menus (zoning, signature, healthcare,...)

However, since you already downloaded the mod manually,
you can unzip the content (2 files) into a subdirectory of %userprofile%\AppData\LocalLow\Colossal Order\Cities Skylines II\Mods

Be aware, by manually placing it into the Mods folder you are bypassing the playsets, therefore it won't be part of any playset.
The advantage is:
you know where it's located
The disadvantage is:
it does not get updated there.
If any updates get released, you have to put them there manually.
Also, if you are playing with different playsets where some of them should not contain this pack, it would be still in the game unless you delete the folder for those specific playset situations.
(*) I'm not sure, but you might need the APM Mod as well (asset pack manager mod)
(**) this path is actually there to load selfmade mods or altered mods. Therefore, manually downloaded mods which you placed there should theoretically always work (as long as they are not bugged) since the game does not know if you have created them or downloaded them from somewhere else.
