Vehicles not in use?

I have "High Crime" in my city and I have a good amount of stations and a prison with only a 1% change of crime yet I have lots of crime in building. When I look at my police station only like 1/6 cars are being used when there are literally 3 building near them who need police. Why do they not send out more cars??

Are any of the cars in Maintenance? (That's a polite way of saying that they aren't getting enough money from the city to keep them on the road?
