Very unstable!
This file contains the information you see for the "continue game" button.
Check your save file folder for two files which have the same last change timestamp as the continue_game.json has and if they exist, check if none of them is of size 0.
But I guess, since you cannot even manually load the game, the crash happened during saving or right before it started saving the game data. So all your data might be loss.
You need definitely turn autosave on with short saving intervals, it does not even need to be a crash which could ruin the time you invested into building the city.
A thunderstorm near an electrical powerplant which you don't even see could do this as well...
