Car is Bugged and blocking all traffic - can i delete it?

there is a car in the road that is stuck in a 'Boarding' action and cannot finish what it is supposed to be doing apparently. i cannot find a way to delete the car, it is blocking all lanes going both directions and now all traffic is being held up. I have deleted the road and owners house, but it will not despawn.

has anyone run into this issue? or has a fix or knows how to despawn a bugged vehicle. or how to Delete a vehicle all together

Yes, I've had the occasional car just sitting. Anarchy can delete cars and cims, plus a whole lot of other stuff.

you need Anarchy and BetterBulldozer mod to delete moving objects

I don't use Anarchy but I do use Better Bulldozer and I can delete any cars I want.
