So his problem must be something different.
Without any further information about the hardware it's hard to figure out.
My best guess is: overheating - maybe because of bad air conditioning in the room where the computer is located, or overheating because he has an intel CPU 13th or 14th gen and not yet updated his BIOS (in case an update is available at all).
Its only 1 game.
Nevertheless I did a session without a crash. This time i loaded my city from the main menu instead from the launcher("resume" button).

I couldn't get the new road builder mod working until someone suggested something that I think may actually cure a lot of things.
In the folder - appdata/locallow/collossal order/ cities skylines II/ there are mods folders and in that directory, mod related files.
What was suggested, and what I did, was to delete everything that had mod in it and selectively deleted all the files in the root folder that I didnt know what they were for.
Then I validated the game from steam.
Opening the game I had to reset my settings again, but everything worked!
So I think you need to houseclean now and again...
