How do Recycling Centers work?
I have 2 upgraded Incineration Plants using all 150 trucks. The Industrial Waste Processing Site uses less than 70 trucks at any time (and I believe I zoned more Industrial (when my city was around 300k pop) than my city of over 800k pop has workers) and a dozen Recycling Centers (all upgraded with the truck depot) which seem to barely send any trucks out, despite having buildings in their districts in desperate need of garbage services. I have maybe 2 Recycling Centers operating near peak processing speed. To make matters worse, the Wiki says that Recycling Centers produce Plastic, Metal, Paper, and Textiles but my production tab shows all of those materials are produced in lower numbers than the wiki makes me expect, and I have a huge Industrial zone, with all the Unique Buildings unlocked. When I tax away the industry producing any 1 of those products, the production tab says there is 0 production. I have a Nuclear Power Plant and a sprawling wind farm of fully upgraded Wind Turbines so I don't need the electricity from Incinerators.

Are Recycling Centers bugged?

In CS1 they work rather badly and totally unrealistically, as they were in both cases developed by the same team I have no reason to suspect they work any better in CS2.

It's your game, play as you like. I have no use for CS2, but I do use CS1 quite often and in CS1 I build multiple "City Service Centers" Just outside the city limits.

Thing is ALL CS service buildings employ far more service vehicles than they send out on day to day recovery missions. You shouldn't think of these buildings as full service facilities but rather as one or two vehicle garages. So if your city needs 20 trucks to pick up the garbage you need to at the very least build 20 - 30 recycle plants.

In this game nothiing works with logic. Many of my buildings have 0/50 cars working even if there are request in the city (trash, dead, crime...)

You should never expect to see more than one or two vehicles in active service from any service facility. All other vehicles on hand should ONLY be considered as dead weight.

That said. Locutus is exactly right. "Nothing in this game works correctly or logically."

Yeah, if ambulance is stuck in traffic it might take a while.

Nothing in this game actually works. It is all faked and posted in graphs and charts to look like something is going on, yet nothing makes any difference to any of it.
Raise taxes on everything to 100% and show me a difference.
Drop all taxes to 0% and show me a difference.
Delete EVERY OUTSIDE connection, from roads to paths to trains to boats to planes.... AND SHOW ME A DIFFERENCE.
You can't show any difference because no matter what you do it makes no difference.

Taxes only go up to 30% max and when I raised taxes to the maximum on metal (one of the materials supposedly made from recycling), production went to 0. Private Sector production should have went to 0 but that should have never been the full extent of production. I actually have a severe shortage of everything made by Recycling Centers (and a shortage of food and convenience food, despite surpluses of Grains, Veggies, Livestock, and Cotton)

It's CS, developed by CO and published by Paradox. What else do you need to know. It's the inexperience being lead by the stupid greedy. If you're looking for reality or logic you need to stop shopping in Finland.
