If reinstalling the game, you need to manually delete all remaining crap from appdata/local low / colossal order / cities ckylines !!. Or just remove the whole folder after taking copies of your save games. Mods leave all kind of crap behind them and this is the best way to reset the situation.

still I dont understand why all my mod settings and even the game settings are defaulted after a crash. Feels like it cant be only nvidias fault here.
You need to browse with file explorer to users/your username/appdata/local low folder and delete Colossal order folder.
If you don't see these folders, you need to adjust in File explorer settings to show hidden files and folders.
rename
%APPDATA%\..\LocalLow\Colossal Order\Cities Skylines II
to %APPDATA%\..\LocalLow\Colossal Order\Cities Skylines II.old
and try again.
