Report a translation problem
Put that (adjust to your install folder) to start properties in steam and forget that the launcher exists.
METHOD 1)
It should work fine with STEAM running if you do the shortcut in the STEAM games Library and the game listed on the left, hover the game, right-click Properties, go to the General tab and the Launch Options text line add the shortcut ending with %command% and starting with the drive where your SteamLibrary folder is."E:\SteamLibrary\steamapps\common\Cities Skylines II\Cities2.exe" %command%
You must have STEAM running already, or else the game will half-load and CTD.
METHOD 2)
If this still doesn't work, get Skyve. You can start the game with Skyve and not deal with the Paradox Launcher either. And it will help you with mods and game updates as well. Just don't let it run all the time, just when you want to start the game, then shut it down once the game is running. Or let it run, but it can get 'noisy' and ad-laden.
METHOD 3)
The Paradox 'Launcher" interferes with loading mods. That's why Skyve gets rid of it. I use a shortcut method that bypasses the Paradox Launcher and mods load first time every time, unless one has an update.
Get a shortcut by going to your game exe and right-click and 'send to desktop' then right-click the shortcut you just made on your desktop and go to 'properties' and there paste this but change the drive letter to where your cities2.exe file is located.

No more Paradox Launcher, which saves a little time and two mouse clicks, and your mods will load first time every time so long as there isn't any conflicts or updates.
