Turn off seasons?

I don't mind it being winter for a few months but every dam map I choose my city is in a whiteout for 6 months out of the year. And I don't realize that until October when it starts to snow. OCTOBER?!!!!!! Is there anyway to turn of the changing seasons, or at least the snow once you have started a city?

Yes in dev mode select remove snow
