Lossless Scaling
A bit of light shilling for your Wednesday (my dudes).

For those struggling with performance (lol); I installed Lossless Scaling nearly 2 months ago and I've been experimenting with it in CS-II. For reference I was getting 30-40 FPS on an empty map without it and with HEAVILY customised graphics settings. My specs are i7-9700KF, RTX 3060, 64GB RAM, running at native res 3440-1440p.

Since using Lossless Scaling, I'm now running 60-70 FPS on an empty map and 30-35 FPS for 50K Pop (tested on Dunedin map which is heavily detailed). I'm using Resolution Extension to downgrade to 2560x1080 in windowed mode, then using LS to upscale using the NVidia options to native fullscreen 3440x1440. I'm using 2x frame generation (wouldn't recommend 3x, too much tearing). I may still hit performance walls at higher populations down the road, but it's something.

Crucially, I was able to increase graphics settings in CS-II, even the higher cost options, and actually reduce the load on my GPU as well as power consumption.

A bit frustrating that this approach is even needed, but if you're struggling to get some longevity from your hardware as your population increases, this might help. Your mileage may vary, and you'll have to do a lot of testing with LS options / CS-II settings, but it might help.
