Homeless and Parks bug
I just ran into this at 97k pop. I deleted some parks and fixed the issue.

Is this some recurring thing I need to do once Residential demand drops to 0? Unfortunately no modding since I'm trying to get some achievements.

I hope this bug doesn't happen too often.

It never stops. I deleted all parks and Monuments too and it fixed it. I waited for the swarm of homeless to leave (and hundreds left) I placed just 3 parks and the tents came back and the demand went down again.
Which brings up my next question - what do we do about entertainment if we delete all parks?

There is a reason the tents get set up in the parks. They only show up in every park in a poorly designed city.

The tents are a sign you are doing something wrong, certainly deleting your parks will not fix the core problem. Same as ignoring it by using a mod to hide the problem even more. Give the homeless other options and 99% will take you up on it whether its education, a job or low rent housing. Just do it.

The biggest complaint prior to the Eco2 patch according to user comments to CO was "The game is too easy", so, among other things CO made it harder by adding realistic homeless actions but also built in the "real life" fix. The homeless are here to stay just like down the street in your own town, where you put them is up to you. So get after it.

I wish I could see them set up the tents, I didn't even know this was a thing, all I got at population of 30k (vanilla) after this update was the entire city coming to a standstill, zero residential demand, and an infinite demand for commercial and industry. And the traffic AI is some how worse, cars in the left lane, waiting until the intersection, to make a right turn, blocking all right lane traffic car after car.

I love CS, really, it's just disappointing they put out this product as if it deserved anyone's money at the moment, it doesn't, I feel ripped off

The Satellite Uplink can provide most basic entertainment needs by itself as far as city stats go- I had +6 at 35k pop with only it running. Otherwise, the mod 'Bye Bye Homeless' gets ride of the homeless people but not their tents and fire barrels. It seems like it may tweak a few other things indirectly such as having very little crime but at least you can place parks for now until a fix.

@Major Kudos™ Well clearly you haven't encountered this bug because if you did you would see it has NOTHING to do with city design. Tents spawn within 10 secs of building a new park. Most of the Homeless are wealthy and the actual houses (and factories) empty out. It's a bug! Devs said they will fix it, but thank you.

Check your unemployment. The Economy patch did a lot (good and bad) to existing cities.
In my case, it affected available jobs. Some of it to do with the 5/5 employees. Sure enough, 69% unemployment after patch. Most of it indicating there just arent enough jobs. So instead of looking for a mod (I do use them) I work the problem. I just started loading in offices, some commercial, and expanded industry. Is a long process, but I am now down to 37 percent and dropping. So to a large extent, the issue is city design. Mine, and yours, were designed with a flawed economy, and are now paying the price. Both were designed with bad info being provided by the game. Keep adding jobs, it will get there.

I got rid of the homeless with the Mod "Bye bye homeless". Worked excellent. Deleting parks did not help. A bus ride for free to outside helps a little bit and needs time to let them all go.

After the patch I had strange statistics: 66% unemployment, though there was adequate education level and more than sufficient jobs. That has all changed after some days with the homeless-Mod and the patch working out. I now have 6 % unemployement, no homeless no more, still demand to grow (500.000 residents by now)

... and, by the way, it is recommended to rebuild all the old business buildings that have only 5 employees. Building them new brings thousands of new jobs as they have fixed that bug.

My death spiral with zero residential demand and a unemployment rate of 0.7% and the high max rating.

I'll have to try deleting the parks and building a uplink in the next city. That is really disappointing. I hope this bug can be resolved soon. The game is in a worse state because of this then when the game was released on day 1.

I am sincerely sorry to hear your experience has been less than desirable.

For me the game is better than ever especially this new homeless mechanic, few understand it and react negatively and make it worse. No city in the world is without homeless. The best cities deal with it by acceptance and integration. The tool also exist in CS2 but the "bug" makes it hard to see.

They have confirmed in paradox forums and here in the last hotfix massive numbers of zombie homeless who aren't doing anything is a bug.
If you look carefully you'll also notice people mostly don't drive anymore except to work, sometimes, they even walk to leave the city if they don't zombify. Just watch your businesses, transit stations, schools, entrance to the city, ect, carefully for a while.

This game still seems to be a mess. Guess I'll keep waiting before repurchasing...

lol i had .4% unemployment, a quarter of the factories and commercial zones complaining about not enough workers, 5% tax rate on residential, max happiness indicator and dozens of blocks of zoned housing with literally zero demand.

Hell, one attempt is save scummed and started replacing all my blocks of residential with commercial... I got about 3/4 the way through the entire cities residential zones before i decided this isn't working either, still had unlimited demand for commercial and no residential demand

there was nothing i could do to get my demand up, until i deleted my parks... then like magic i had sky high demand

if this is working as intended perhaps this game is not for me
