ıt is a marketing strategy and I believe they calculated the profits better than you or I before making this decision. I don't think devs have any desire to support any workshop stuff even on Epic or GoG.
I honestly hate it when devs create a PC game with consoles in mind which typically results hard-coding limitations for PC but since console sales have been delayed indefinitely we may hope that they can change this decision in future or at least they can work for a good optimization for PC.

Meanwhile in reality:
A direct quote saying the devs wasted time integrating the PDX mod downloader while trying to do console ports when somehow using the Steam workshop would have turned out differently. Even though integrating a different mod downloader is exactly as much work.

If you had also quoted (and read) the second sentence above, perhaps the meaning would have been clear.
But as long as we're here, perhaps you could explain how implementing the workshop would have been exactly as much work as building a new platform from the ground up, as well as putting in place the necessary infrastructure?
The mod downloader is exactly zero work on the part of the CS2 devs. They just integrate it into their game. They didn't make it. It doesn't change anything to use one mod downloader you didn't make as compared to another, except one works on all platforms and the other doesn't.
Mods will cost in future.
Don't doubt me, just wait.
Many people think it was because Paradox saw an potential opportunity for monetizing modding and gatekeeping it behind their own system. I agree with that.
