Where I come from, although far from perfect, we find a place for homeless as part of society. This game gives us the tools to do same and punishes those of us who disregard the solutions.
Before the patch I had seen it.
I do not follow my cims much, but in that case I happened to spot one homeless on a tennis camp. It was a teen. I build some low rent residential near to that spot and he moved in. So at least at the beginning it did function.
Why are folks so afraid of homeless people? Here I thought it was a phobia that only existed in the Americas.
Embrace the solutions as part of the simulation and your city will thrive.
Coz I need more power from my pc 600000 population and 150000 of them are homeless slowing down my conputer!!
After removing then using a mod and deleting all parks my CPU started to cool down again.
Are you sure that your city doesn't have a Thieves' Guild headquarters hidden underground?
