Cities Skylines II launching on the wrong monitor.
I have two monitors and recently, whenever I boot up the game, the launcher will appear on my primary monitor. However, when I press RESUME or PLAY the game will on the 'secondary' monitor. To fix it, I have to put the game in windowed mode, drag it to the correct screen, full screen again, exit to desktop, and relaunch. I have to do this after everytime I restart my PC. This is the only game that does this. Does anyone know how to fix this?

You can go into game settings on the launcher and select monitor as well

And shut down the primary monitor, while you're at it.

I just had the same issue. I tried everything. Changing settings in the launcher did absolutely nothing. In-game settings wouldn't even give me the correct resolutions; 2nd monitor is oriented vertically, so all resolution options were showing portrait orientation (e.g. 1440x2560 instead of 2560x1440)

Honestly, the game just started working again. I've been trying to fix it for 30 minutes. I don't know if it was my persistence or the 5 minute pause after my last attempt at starting the game, but it's working now.

I wish I could say exactly how I fixed it, but I don't know what happened or what went wrong at the beginning. Very frustrating though.

Don't know if it works with this game, but for me in many cases shorter workaround instead of going to window mode dragging, going back to full screen is shortcut: winkey + shift + left/right arrow.

Doesn't "shift+win+arrow key" work? Whatever monitor a game starts on, I just use this combo to move it to the right one. I don't play CS2, but it works for all other games.
Shift+win+arrow can act funky with fullscreen apps.
If you unplug all but the main monitor and start the game fully, that usually resets what the game sees as your main screen.

Don't know how to?
Windows 11.
1. Open Settings
2. Select Multiple Displays
3, Tick "Remember Window selection based on Monitor Connection
4. Pull down the tab (with the pull down arrow on it) beside the images of the screens you have showing
5 Show only on n where n is the number of the screen that you want to see the game in.
That'sit. Easy when you know how!

If you have tried all the standard fixes people suggest and they don't work. Try this.

When you first start the game and the Paradox launcher window opens. Go to "Game settings" and check the Display monitor selection.

If both of your monitors have the same name (like mine did), then you have default drivers installed. I believe having the same name is confusing the game.

To fix this, follow these steps:
1. Find the make and model of at least one of your monitors (located on the back of the monitor)
2. Go to the makers website. Then find & download the official driver for the monitor
3. Open the start menu and search "Device manager", then open it
4. Expand "Monitors"
5. Right click the monitor you are updating (you may need to go into Properties > Details to find which monitor is which)
6. Click "Update driver"
7. Select "Browse my computer for drivers"
8. Locate the driver you downloaded and install it
9. Restart your PC
10. Open the Paradox launcher > Game settings > Select the named monitor

Since I did this, the game now opens on the correct monitor every time.

i set the game to window mode after start, pull it to the right monitor and then back to fullscreen again.

This doesnt work. I tried this and although the launcher recognised each individual monitor and even recognised the specs. No matter what one I selected it always opened on my secondary monitor...
