Is there a way to prevent highway U turns?
I have a raised 4 lane highway running through my city with feeder roads on both sides as well as on and off ramps for those feeder roads. I've got proper road hierarchy but the cims just ignore all of that and just slam their brakes to U turn in the middle of the highway to catch an off ramp going in the other direction. Is there any way to prevent this without having to completely replace my one perfectly functional four lane highway with two single direction 2 lane highways?

You could try putting a wall between the two, so that they'd have to go back to get on the feeder. Long runup lanes before ramps gives them more opportunity to leave the highway at the right place (use assymetric roads for the extra exit lane).

If this was C:S1 I think that would work but I'm playing vanilla right now and only really have the option of the 4 lane highway or splitting it with 2 two lane one way highways. I've tried using the road maintenance tools to put a split in it but you can't do a divided highway like you can do a divided road. I would consider swapping to that if I didn't need to keep it as a highway to maintain highway speeds.

Extended Landscaping Tools appears to have a dividing wall, and according to Skype, there are currently mo indication that this Mod is causing problems. In case you are unaware of Skype, it is an app disguised as a Mod, which when installed, functions as a clearing house for Mods, and also a clearing house for Mod problems, in that if a Mod has been causing crashes, it will be marked as such. Many of the Mods also have a comments section, and most have images of what they are all about. I'd recommend it to all CS2 users, especially during this unstable phase of its development.
Oh, and if a Mod IS causing you problems, you can effectively report it to the person / people who developed andrun the site, and they will check to see if it is causing problems. Very worthwhile site indeed!

Yes, there is a way... if you dont mind using mods. Its called Traffic mod, and you can select junctions with it toggled on, and edit the lanes like you could with TM:PE
...even forbid U-turns

Go into basic road tools and enable no left turn at the exit.
