Why is every coal mine now level one?

They all reverted to level one. Every one of them. All other mines and special industries don't seem changed in level, only the coal mines. I can't find a single one over level one now.

I was researching why so many industries now have high resource costs.

They all have two things in common: coal and metal ores. Mostly coal.
So I looked at my coal supply. It's fine. In fact, I'm using ZERO units of coal. Odd.

Metal ores, too. Using zero of the produced amount.
How odd. Yet they are highly priced on the market, apparentyly, because everyone who uses it for production are complaining about their costs.
Coal or Ore, one or the other. Maybe both. But then I noticed something else, too.

ALL the coal mines are now level 1 and almost every one is deeply in debt. DEEPLY in debt. Millions in the hole. Almost every one of them. The ones that aren't in the hole, have like $#20,000 in the bank. LOL
Level ONE and broke. And no one can afford their product?
How very odd.
Even odder, if you look, there is ZERO USE of ALL commodities. Every unit produced is just sitting around as surplus. It might be that the game is paused, but why does that matter?

EDIT: Yup, when you start a game, the economy starts over too. It would seem that every time you exit the game and start again, after the patch, now the economy starts over. I assume all trades in mid-trade are just dumped and that traffic just heads back? Or what?

Still doesn't explain why the coal mines are all now level one and broke, but their coal is selling for such a high price that everyone that buys it is complaining about the price.

Anyone else? Check your coal mines. I still haven't found one over level 2 now.
