UI Disappearing? No UI? No Problem..... Here's The Fix!
After the most irritating time trying to fix it, I have finally figured it out.

In Skyve, right click on any mod

Open File Location (alternatively, navigate to AppData\LocalLow\Colossal Order\Cities Skylines II\.cache\Mods\mods_subscribed)

Delete everything in the folder "mods_subscribed"

Close and reopen Skyve, allow all the mods to re-download.

Open Cities Skylines 2

Voila

THANK YOU!!! Although Skyve tells me that GOOEE and Dependency Pack are broken (I kept them), everything has come back and after 30 minutes of gameplay all is well.

Wish this worked for everyone though, I downloaded Skyve just to try this out only to have it not work. :(, Mods are there, if I use the keybinds but no UI of any mods except for MiO mod which has always been there.

Just to confirm, you deleted everything in "AppData\LocalLow\Colossal Order\Cities Skylines II\.cache\Mods\mods_subscribed"?

If you deleted them all, then redownloaded them you will know because in the "mods_subscribed" folder, you should open it up and see JSON files, and other items. If you open that folder and can tell there's things missing, try again. Then delete every single mod in skyve, unactivate them all, reload skyve, then go one by one and redownload each mod.

After that, open up cities skylines 2 and go to paradox mods, go to your active playset and "reset load order".

Reboot cities skylines and try again. Hopefully that helps!

I did, the issue I had or what brought them all back was i reinstalled Gooee, Seems with out that even though it said broken nothing would show. Now they are showing

That's what I did, and said in my comment above. It's been working great for the last two hours.

my file loco doesn't have the mods subscribed as your stating is there anything else that would help as my game crashes every time.

If there's nothing in the files, then you need to delete everything in the folder, all of it.
Then you need to deactivate all the mods, remove them completely from any active playsets, etc.

then reinstall them one by one.

I had a problem with the UI disappearing. And I deleted the game's ".cache" folder to fix the problem. On my PC the folder was located in my user folder at: \AppData\LocalLow\Colossal Order\Cities Skylines II.

If you delete this folder the game will recreate it next time you start. This includes reloading all mods.

Nope. Nothing that says JSON, just all the numbered folders of each of the mods.

EDIT: Nope. That didn't work, either. None of the UI icons for any of the mods show up. So, what now???

This worked for me as well.

The developers need to get their stuff together, this bug has been present for a long, long time and is making the game unplayable. I get this error occurring almost every time I play the game.
