Did you have asset mods? And did you delete those asset mods after? If so, did you delete them via PDX-Mods or did you delete the files in the windows explorer?
What are 'new buildings'? Asset mods? Or maybe 'Beach Properties' DLC?
'Beach Properties' got taken out of game until reintroduced for everyone for free at some time (late April afaik). Until then 'Beach Properties' will be grey boxes.
After all I know, asset mods don't get deleted properly and still cause problems even after deletion in PDX-Mods. I guess there ist a reason why CO does not officially support those.

This is a good punishment for people who tough that it was a good idea to buy this as a standalone DLC, you get what you deserved
Repost from reddit:
Hey guys I posted this yesterday but I’ll make a new one, this is how to fix the invisible buildings glitch that I’ve noticed to be a common problem right now. I think it’s caused by outside assets being added to the game IE the staircase mod. You’ll notice even after uninstalling that one they are still in your game. Uninstalling doesn’t seem to remove the files from your computer so you have to do it manually.
What you need to do is :
1 : uninstall that mod
2 : go to Local disk/Users/%Username%/Appdata/LocalLow/Colossal Order/Cities Skylines 2
3 : Once in there find the folder labeled CustomAssets and delete the stair case assets off your PC. This should fix the problem entirely.
worked for me. thanks!!!
