Taking a look at the DXDIAG report, I see several instances of BEX64 errors. You can check out the below threads for more information on the BEX64 error and workaround steps to fix it:

I also see a couple of Windows-related errors in there. Please make sure that Windows is fully patched up to date, then run this Windows repair tool:

Furthermore, a patch was released for Cities Skylines 2 recently. Updating the game to the latest version might just be the solution to the issue you're facing. On your search bar on your computer type: %appdata% and press enter
There were three folders on appdata I was able to find it through LocalLow, - Colossal Order -- Cities Skylines 2 --
Delete CustomAssets folder and, if you have any other mods that are stuck delete the mods in the mod folders.
IT IS A PROBLEM RELATED TO THE MIO ROAD PACK MOD. PLEASE DO NOT USE THAT FOR NOW. I HAVE ALREADY CONTACTED THE MOD CREATOR TO DISCUSS THE ISSUE.

Solution:
Press Win+R and enter %appdata%, confirm
Open\LocalLow\Colossal Order\Cities Skylines II
Delete the "CustomAssets" folder
